It was not until the
latter part of the seventeenth century that we find the beginning
of villages and towns in Harford County.
As men became mechanics, tradesmen, and commercial fisherman, small
hamlets began to grow. Most of these -- such as Old Baltimore, Joppa
and Bush -- were centers of government.
At a later date, Havre
de Grace, Aberdeen and Bel Air were empowered by acts of the State
Legislature to have their own local government and they became incorporated
towns. 1
